  8. The city council will vote next week on a bill that would make
  9. missing one month's rent a crime punishable by a $1,000 fine or
  10. up to six months in jail. Local residents fear the days of
  11. debtor's prison are near -- and with good reason. In a straw
  12. vote last month, the council approved the idea, 5 to 1.
